WCO supports East African Countries to enhance Risk Management

The WCO and JICA (Japan International Cooperation Agency) conducted four joint risk management fact-finding missions in Tanzania, Kenya, Burundi and Rwanda from 16-27 April 2018. Those missions are the first activity of the risk management component of the new Trade Facilitation and Border Control Project launched by the five EAC Partner States in East Africa. The project aims to improve the efficiency of border procedures and enhance border controls in East Africa. Under the direction of this new project, the EAC Partner States will work together to improve their capacity in 3 areas, namely (i) risk management (RM), (ii) Post Clearance Audit (PCA), and (iii) Program Global Shield (PGS).

The South America, North America, Central America and the Caribbean Region enhances capacity on Digital Customs and E-Commerce

The WCO with the support of Brazil Revenue Authority (Secretaria da Receita Federal do Brasil) and Korean Customs Cooperation Fund (CCF/Korea) conducted a Regional Workshop on Digital Customs and E-Commerce for the South America, North America, Central America and the Caribbean Region from 7 to 10 May 2018, in Brasilia, Brazil.

WCO supported Bahamas Customs in improved application of Rules of Origin

The World Customs Organization (WCO), within the framework of the newly signed agreement between the WCO and Bahamas Customs and Excise Department (BCED), organized a National Workshop on Rules of Origin for Bahamas Customs. This Workshop, conducted in Nassau from 7 to 11 May 2018, was attended by 21 officials as well as representatives from the Ministry of Agriculture and Fisheries.

Customs administrations of the West and Central Africa region brainstorm on the action plan to prevent illicit trafficking of cultural objects

Hosted by the Customs administration of Burkina Faso, the WCO organized the first regional workshop for West and Central Africa (WCA) on ‘The security and development: the role of Customs in cultural heritage protection’’. The workshop united the representatives of 15 WCA countries, including Benin, Burkina Faso, Cameroon, Central African Republic, Gabon, Gambia, Guinea, Liberia, Mauritania, Niger, Nigeria, Sao Tome and Principe, Senegal, Republic of the Congo and Togo. The workshop was also supported by the experts from INTERPOL and regional office of UNESCO in Dakar, Senegal, as well as experts from the Ministry of Culture, Arts and Tourism of Burkina Faso, along with the Burkinabe national police, the army and the Inter-ministerial committee of human rights and international humanitarian law.

Paraguay benefits from WCO People Development Support Programme

A WCO mission was held in Asuncion (Paraguay) from 19th to 23rd March 2018 to deliver a Human Resource (HR) Diagnostic to the National Directorate of Customs (Direccion Nacional de Aduanas, DNA).

WCO Pre-Accreditation Workshop on the Single Window Environment for the Asia/Pacific Region

From 22 to 27 April 2018, the WCO conducted a Pre-Accreditation Workshop on the Single Window Environment in the WCO Regional Training Centre on Gulangyu Island, People’s Republic of China, with the support of the Chinese Customs Co-operation Fund (CCF/China).

Papua New Guinea, Samoa and Tonga Customs Administrations prepare Roadmaps for Trusted Trader Implementation

A sub-regional SAFE Framework and Authorized Economic Operator (AEO) Workshop, hosted by Papua New Guinea Customs and funded by the Korean Customs Co-operation Fund (CCF/Korea), was held in Port Moresby, Papua New Guinea from 7 to 10 May 2018.

A leadership and Management development support to Algerian Customs

With the objective to strengthen senior management capacity to lead and drive reforms, the WCO organized a Leadership and Management Development (LMD) Workshop from 29 April to 10 May 2018 for 18 senior managers of Algerian customs. After the adoption of the new strategy, it has become clear that building management capabilities and modern leadership skills will help to install a more effective management culture.

Successful Leadership and Management Development Retreat in Swaziland

As part of Capacity Building, the WCO organized a Leadership and Management Top Executive Retreat (TER) from 6 to 9 May 2018 for 28 managers of the Swaziland Revenue Authority (SRA). The overall objective of the four day interactive workshop was to strengthen senior management capacity to lead and drive reforms within SRA. This is the second TER for SRA, and now all senior management in the administration has participated in a LMD Workshop. It is one of SRA’s highest priorities to install a new management culture that focuses on managing more strategically, ensure excellent people management skills and modern leadership and management skills, attitude and behaviour.

At the invitation of Mr. Visvanath Das, Chief Executive Officer (CEO), Fiji Revenue and Customs Authority (FRCA), WCO Secretary General Kunio Mikuriya attended the 19th Asia/Pacific Regional Heads of Customs Administrations Conference held in Nadi, Fiji from 15 to 17 May 2018.

On 8 May 2018, the World Customs Organization (WCO), and the IOM, the UN Migration Agency, Belgium, signed a Memorandum of Understanding (MoU) to boost cooperation on issues of mutual interest, in particular those related to effective, efficient and responsible border management.

WCO supports Kenya in planning for Time Release Study

The WCO in collaboration with Kenya Revenue Authority (KRA) and Global Alliance for Trade Facilitation (GATF) organized a 5-day Time Release Study (TRS) planning workshop to support KRA’s preparations towards conducting TRS. The workshop was held in Mombasa from 07th to 11th May 2018 and was co-funded by the GATF and the WCO ESA Project II (funded by the Finnish government).

Regional Trade Policy Course gets under way in Kazakhstan

Twenty participants from Central and Eastern Europe, Central Asia and the Caucasus (CEECAC) began a two-month Regional Trade Policy Course (RTPC) in Almaty, Kazakhstan, on 30 April. Held in partnership with the University of International Business (UIB), the course will end on 22 June.

Applications open for WTO workshop on trade and public health

The WTO, in close collaboration with the World Health Organization (WHO) and the World Intellectual Property Organization (WIPO), is holding its annual Workshop on Trade and Public Health, in Geneva from 8 to 12 October 2018. The deadline to submit applications is 8 June 2018.

DDG Wolff: The WTO has a key role in promoting sustainable, productive agriculture

With digital technologies playing an increasingly important role in both food production and distribution, the WTO’s rule-based system provides ample space for policies to improve access to information and knowledge on farm trade, Deputy Director-General Alan Wolff said on 14 May. Speaking at the Global Forum on Agriculture in Paris, DDG Wolff also underlined the importance of ongoing collaborative efforts such as the Standards and Trade Development Facility in promoting the use of new technologies and digital tools to boost safe trade in food products.

Members show sustained engagement in Belarus accession process

At the 10th meeting of the Working Party on the Accession of Belarus held on 15 May, WTO members stressed their commitment to working towards the country’s WTO accession and urged Minsk to take appropriate policy decisions in order to make a decisive push forward. The meeting was the third since the resumption of the Working Party work in January 2017.

Strong trade growth continues but momentum may soften in Q2, trade indicator suggests

The strong rate of trade expansion is likely to continue, while slowing slightly in the second quarter of 2018, according to the WTO’s latest World Trade Outlook Indicator (WTOI) released on 17 May. The WTOI’s current value of 101.8 remains above the baseline value of 100 for the index but below the previous value of 102.3, which suggests continued solid trade growth in the second quarter of 2018 but probably at a somewhat slower pace than in the first quarter. The recent dip in the WTOI reflects declines in component indices for export orders in particular but also for air freight, which may be linked to rising economic uncertainty due to increased trade tensions.

Korea initiates WTO dispute complaints against US safeguard duties on washers, solar cells

Korea has requested WTO dispute consultations with the United States regarding US safeguard duties imposed on imports of large residential washers and crystalline silicon photovoltaic products. The requests were circulated to WTO members on 16 May.

WTO members complete first cluster of meetings for fisheries subsidies negotiations since MC11

WTO members in the Negotiating Group on Rules on 14-17 May held their first substantive cluster of meetings on fisheries subsidies since the 11th Ministerial Conference (MC11) in line with their programme of work planned for May to July. Members exchanged views and information on support for capital and operating costs of fishing, and related policies, in the context of ongoing work on disciplining subsidies that enhance or maintain fishing capacity or contribute to overcapacity and overfishing. Members also continued the work begun in 2017 to streamline negotiating texts in preparation for a return to text-based negotiations.
